Politician, doctor, former Deputy Minister of Health, local government. Trained doctor, an orthopedic surgeon. He graduated the Faculty of Medicine at Medical University of Silesia in Katowice. Knowledge and experience necessary to manage a city built for many years, first as a union activist, local government and parliamentarian. He was Vice Chairman of the Provincial Federation of Trade Unions of Workers Health in Katowice, Chairman of Health Care Workers in Dąbrowa Górnicza, town councilor in Dąbrowa Górnicza, Councilor Silesian Regional Assembly. Member of the Polish Parliament 4th and 5th Term (until 25.11.2006). He was a member of the Parliamentary Committee on Rules and Deputies' Affairs, he also served as the Chairman of the Parliamentary Committee on Health, was the Secretary of State in the Ministry of Health (co-author of Health Strategy in Poland for the years 2007 to 2013, he was responsible for the implementation of health programs related to the improvement and development care of patients with cardiac and neurological diseases, and the mentally ill, drug addicts and people living with AIDS and HIV. Since 2006 mayor of Dąbrowa Górnicza City, he is a member of the Management Board of the Association of Polish Cities, and since 2010 he has been working in the structures of the Committee of the Regions in Brussels. For his social and professional many times awarded. For many years in the top rankings of self-government magazines: "Wspólnota", "Newsweek" and "Rzeczpospolita".
